In truth, idiomatic American usage commonly also applies the word "balmy" to mean crazy or wacko; the distinction in actual usage is not as pure as asserted above. No one seems confused about the subject matter, whether referring to the weather or the sanity of the person in question. This has been true for at least the past 70 years, but perhaps not so much in edited prose. Vernacular American English probably prefers "balmy" rather than "barmy," the more popular term in Britain.
